CSC requests termination of 407 expats of MOE

KUWAIT CITY, Dec 1: According to informed sources, the Civil Service Commission (CSC) has determined the number of expats employees in the Ministry of Education who will be replaced during the current year. It has requested the termination of the services of 407 administrative and technical employees in seven job groups excluding “teachers” by the end of the 2020/2021 academic year, specifically in June 2021, reports Al-Qabas daily.

In an official letter to the undersecretary of the Ministry of Education, CSC affirmed that it prepared a report related to the budget for the fourth year of implementation of Kuwaitization policy in the ministry in line with the Civil Service Board’s decision concerning government job recruitment rules and procedures. The report contained the number of employees included in the replacement plan for the current fiscal year and the number of contracts that will be canceled.

According to the letter, the number of those covered in the Kuwaitization decision for the current fiscal year excludes those occupying teaching, education and training, science, development, follow-up and statistical jobs in the 2020/2021 academic year. The actual numbers included in the job groups listed in CSC’s decision (Kuwaiti and non-Kuwaiti) are based on the data of integrated civil service systems of the ministry.

In the event that no observations are raised on the list in terms of the targeted percentage within a maximum of 15 days, the Ministry of Finance will be addressed to take the necessary measures to freeze the contracts of the non-Kuwaiti employees for each job group in the ministry’s budget for the next fiscal year, as stipulated in the provisions of the CSC’s decision regarding governmental job replacement.

Included in the Kuwaitization decision in the current fiscal year are 19 employees in engineering jobs, 356 social workers, and those occupying educational and sports services, eight employees occupying financial, economic and commercial jobs, ten legal and Islamic affairs practitioners, 17 arts, media and public relations employees, three employees of information systems and technology, and four workers in administrative support positions.

The CSC stressed the need to observe the application of decree No. 17/2017 by replacing the text with the article No. 1 of the civil service system, which stipulates that those appointed must be of Kuwaiti nationality.
