KUWAIT CITY, Feb 3: The Council of Ministers decided, in its extraordinary meeting today, headed by His Highness the Prime Minister Sheikh Sabah Al-Khaled, not to resort to curfews or regional lockdown, or to close the airport, but to go ahead with institutional quarantine for a week on those coming from abroad, similar to domestic workers
