MP housekeeping ends consultancy – Speaker discretion on hires axed

KUWAIT CITY, Oct 19: National Assembly Speaker Ahmed Al-Saadoun presided over the Assembly Office meeting on Wednesday with Deputy Speaker Muhammad Al-Mutair, Secretary Osama Al-Shaheen, Observer Abdulkareem Al-Kandari, Financial and Economic Affairs Committee Chairman MP Shuaib Al-Muwaizri, Legislative and Legal Affairs Committee Chairman MP Muhannad Al-Sayer, Parliamentary Priorities Committee Chairman MP Abdullah Fehad Al-Anzi and Secretary General Adel Al-Lugani in attendance.

In a press statement after the meeting, Al-Shaheen praised the speech of His Highness the Deputy Amir and Crown Prince Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah in the inaugural session of the Assembly on Tuesday. He then disclosed that the Assembly Office meeting focused on financial, administrative and technical issues, indicating they decided to temporarily suspend the recruitment process and review the most recent appointments. He said the plan is to revise the recruitment process to ensure transparency in job advertisements and base it on the actual manpower needs of the Assembly. He also affirmed the commitment to implement the Kuwaitization policy.

He went on to say that the consultancy contracts were terminated in view of the dissolution of the previous Assembly, stressing there is no plan to sign new contracts until clear regulations are laid down to guarantee equality. He then unveiled a plan to nationalize jobs in the Assembly and its committees, as well as regulate media coverage such that it is limited to the sessions and work of parliamentary committees.

Following are other decisions taken during the meeting:

■ Suspend the exceptional powers granted to the speaker and his deputy regarding recruitment,

■ Assign MP Shuaib Al-Muwaizri to conduct a study on cyber security to fully secure parliamentary data, Assign a member of the Assembly Office to study the conditions of workers at the Secretariat General,

■ Use the previous logo of the Assembly which is similar to that of the State of Kuwait. Some of the decisions taken in the first meeting of the Assembly Office were included in the proposal that MP Abdulkareem Al-Kandari submitted to the Office. He suggested suspending recruitments and the signing of consultancy contracts until the regulations are laid down, implementation of the nationalization policy, and recruitment of workers in accordance with the actual manpower needs of the Assembly.

Meanwhile, Al-Saadoun met with State Audit Bureau (SAB) Chairman Faisal Al-Shaya who submitted reports on the budget of the State, ministries, their subsidiaries, other public institutions and autonomous entities for fiscal 2021/2022. Moreover, MP Majed Al-Mutairi disclosed that he will submit a bill on amending the law on disqualifying candidates convicted of offending the Amiri entity; indicating former MP Mubarak Al-Waalan drafted the bill earlier. Al-Mutairi recently discussed certain issues with His Highness the Prime Minister Sheikh Ahmad Nawaf Al-Ahmad Al-Jaber Al-Sabah; such as the lack of services in the southern area which is part of the Fifth Constituency including Sabah Al-Ahmad City, Wafra and Khairan. He affirmed that the premier vowed to push for the establishment of a university and educational institutions in the South, stressing he will closely follow up this project.

He also intends to discuss with the health minister the construction of hospitals in the South, which has only one hospital at present — Adan Hospital. He will suggest expediting the opening of Dhaman Hospital and then make Adan Hospital exclusive for citizens.
