KUWAIT CITY, Feb 13: MP Majed Al-Mutairi has submitted a proposal to close shops during Friday sermons, including the pharmacies and shops at Kuwait International Airport and ports. MPs Fares Al-Otaibi, Mehalhal Al- Mudhaf, Muhannad Al-Sayer, Abdullah Al-Anbaie and Abdulwahab Al- Essa have submitted a bill on granting salary to citizens aged 21 years and above who are unemployed and are not covered by the fifth clause of the law regarding private business owners.
They suggested that the salary should be the same amount as the subsidy for nationals working in the private sector, in addition to the social allowance. MPs Hamad Al-Obaid, Mubarak Al- Tasha, Falah Al-Hajri, Thamer Al-Suwait and Fares Al-Otaibi submitted a bill on amending Clause A of Article 111 of Personal Status Law number 51/1984 to read as follows: “Khula is the termination of the marriage contract through a compromise between the couple and upon the request of the wife for compensation from the husband. Khula is not considered in determining the number of times one gets divorce.”
According to Islamic Sharia, a husband has the right to divorce his wife twice in case of reconciliation after the first divorce. If he divorces her for the third time, they cannot be husband and wife again unless the woman marries another man and this marriage also ends in divorce. In such case, the first husband can return to her with her approval and they will sign a new marriage contract. The bill is based on the religious advice (‘fatwa’) of the Ministry of Awqaf and Islamic Affairs that Khula is not considered a divorce, so it is not counted as one of the three times a couple is allowed to get divorced. The proponents of the bill pointed out in the explanatory memorandum that the aim is to guarantee the stability of families.
Meanwhile, MP Hamad Al-Matar forwarded queries to Minister of Defense Sheikh Abdullah Al- Ali on the contract with the Italian company for the supply of jet fighters. He asked if it is true that the contract covers only the jet fighters, not the ammunition and vessels. If yes, why the ammunition and vessels were excluded? If it is true that the company has the source code which means the jet fighters cannot be loaded away from the manufacturer because of the computer programs on the jets. If it is true that the ministry signed contracts with other countries instead of direct contracting with the manufacturer that is committed to provide the Italian Air Force guarantee.
If yes, the ministry will bear additional costs like maintenance and computer programs which are supposed to be provided by the manufacturer. If it is true that the ministry will lose the guarantee of the Italian Air Force and the manufacturer in case a foreign company is in charge of the computer programs, as well as loading and installing the vessels. If the ministry made sure that the manufacturer will approve other companies to decode the computer programs.
MP Abdullah Al-Mudhaf asked Minister of Finance Abdulwahab Al-Rashead to provide him with copies of the rent contracts of State-owned malls, including the rent amount and tenancy period. He wants to know if the ministry intends to offer the shopping malls for bidding once the contracts end as per law number 116/2014.
