KUWAIT CITY, April 19: Former MP Musallam Al-Barrak has announced his plan to run for the upcoming parliamentary elections; that is, if the law on disqualifying election candidates convicted of offending others is amended. He accused some parties of making citizens lose trust in democracy, stressing there is neither dignity nor freedom without the Constitution. If a decree of necessity is issued to amend the abovementioned law; many citizens will benefit from it, including former MPs and politicians who were disqualified from contesting the election as per this law.

In a relevant development, former MP Hesham Al-Saleh commented on the rumor that a decree of necessity is being prepared to cancel the decree ratified by the 1992 Parliament on allowing those holding Kuwaiti nationality according to Article Two of Amiri Decree number 15/1959 to vote and run for elections. Allegedly, such a decree will limit the right to vote and run for elections to citizens under Article One of the aforementioned Amiri Decree.

If the rumor is true, this decree will destroy the national fabric and increase discrimination among citizens, he added. He also pointed out that individuals involved in corruption and those who stole public funds are not classified based on the citizenship categories specified in the Nationality Law. He stressed that preventing some citizens from exercising their political rights is a big step backward, which has not been taken by any of the other democratic countries.

In addition, Al-Saleh called on Deputy Prime Minister, Minister of Interior and acting Minister of Defense Sheikh Talal Khalid Al-Ahmad Al-Sabah to check the medical files of military personnel in the ministries of Interior and Defense who are authorized to carry weapons in order to make sure that none of them is suffering from mental disorders. He explained that an individual with a psychiatric illness could be exempted from legal liability, but it is too dangerous if such an individual is authorized to carry a weapon as a security or military personnel. He made the statement in view of the case of a security officer who killed a citizen and then claimed that he unconsciously committed the crime due to his psychiatric illness.
