Kuwait Municipality Considers 12-Hour Shifts for Supervisors: What You Need to Know
KUWAIT CITY, Nov 4: The Acting Director General of Kuwait Municipality Saud Al-Dabbous assigned the holders of some supervisory positions in the municipality to work on a 12-hour shift system, followed by 12 hours of rest. This decision was issued by Al-Dabbous.
According to its first article, holders of supervisory positions in the municipality were assigned to the shift system in accordance with the terms of reference approved by the organizational structure and Article 5 (bis) of Civil Service Council’s Resolution No. 12/2012, amended by the Civil Service Council’s Decision. No. 26/2023 based on the need and nature of the work.
The second article included schedules for assigning a 12-hour shift followed by 12 hours of rest for all departments and branches of the municipality in two shifts – the first from 8:00 a.m. to 8:00 p.m., and the second from 1:00 a.m. to 1:00 p.m.
Article Three allows the working hours mentioned therein to be amended according to the work needed and at the request of the entity, provided that the working period is not less than 12 continuous hours per day.
Article Four stipulates that those charged with this system will not enjoy weekends, Friday prayers, and official holidays and that their official working hours will not be reduced during the month of Ramadan.
Article Five of the decision stipulates that the Finance and Administrative Sector is assigned to list the names of the occupants of supervisory positions in order to grant them shift allowance in Category “B” contained in Civil Service Council Resolution No. 12/2012 and its amendments.
According to Article Six of the decision, the Development and Information Sector is responsible for amending the attendance and departure “fingerprint system” for the supervisory titles mentioned in the decision in coordination with the Finance and Administrative Sector, starting from the date of issuance of the decision.
