"Heartbreak on Bourbon Street: Questions Surround Ballards’ Role in Tonight’s Deadly Attack

Hours after a bloody attack on Bourbon Street, questions are being raised about the physical barriers used to secure the area, known as ballards, which were not in place at the time of the incident.

The ballards, typically short stainless steel posts used in high-profile areas to help control crowds and vehicles, were not installed due to a repair project that is expected to be completed by next month. According to New Orleans Mayor, the ballards are not yet complete and are being worked on to ensure the safety of the community.

"We did have a plan, but the terrorists defeated it," said the New Orleans Police Superintendent. "Given that anything in the midst of being repaired, we had a backup replacement with additional police vehicles and officers to secure Bourbon Street. We knew that the ballards were not in place, but we thought it was impossible for someone to drive up onto the sidewalk."

Video footage shows the attacker driving around a patrol car and onto the sidewalk, which was not expected to be a viable option. "Someone getting up on a sidewalk was not something we expected to account for," said the Superintendent.

This attack is the latest in a series of high-profile deadly ramming attacks, including the German Christmas Market attack last month and the 2016 Berlin and Nice attacks. The attack on Bourbon Street is a sobering reminder of the increasing threat of terrorism.

New Orleans City Council member Helena Moreno emphasized that the city is ready to host the nationally televised college football playoff game, which is set to take place tomorrow night. "I’m confident that we can host a safe game. With the additional resources being deployed, no doubt in my mind that we will host a safe game tomorrow."

As the city prepares for the big game, security measures are being stepped up. "Everything from federal resources to state resources to additional intelligence is being brought in," said Moreno. "We’re doing everything we can to ensure the safety of the public."

As the police and city officials work to address the questions surrounding the ballards, the community is left to wonder how such an attack could have occurred. As one resident, Jesse, reflected, "You can’t account for everything, but you can certainly do better. It’s tough to see this happen on our streets."
